An energy performance certificate is mandatory: what you need to know
If you want to sell or let a property, there is no getting around the energy performance certificate. This certificate is required by law and serves as a guide for potential buyers or tenants with regard to energy consumption. But what do you need to bear in mind when preparing and using it, and what are the consequences of non-compliance?
Why is the energy performance certificate important?
The energy performance certificate shows at a glance how energy-efficient a building is. It provides information on the energy requirement or actual consumption and helps prospective buyers to estimate future energy costs. In addition, the energy efficiency classes from A+ (very efficient) to H (less efficient) are indicated, providing a direct means of comparison.
What types of energy certificates are there?
- Requirement certificate: This is based on a technical analysis of the building and takes into account factors such as insulation, heating system and windows. It is primarily required for new buildings or extensively modernised buildings.
- Consumption certificate: The actual energy consumption of the last three years is used here. This variant is less complex and cheaper, but is less meaningful as it is heavily dependent on user behaviour.
Who is authorised to issue the energy performance certificate?
Only authorised experts may issue energy performance certificates. These include
- Architects
- Engineers
- Energy consultant
- Master craftsman with appropriate additional training
You can find a list of qualified experts at the KfW Banking Group, the German Energy Agency (dena) or the Federal Office of Export Control (BAFA).
What should you look out for?
To ensure that your energy performance certificate is legally compliant, you should note the following:

- Final energy consumption or demand
- Energy efficiency class
- Main energy source (e.g. gas, oil)
- Incorrect or missing information can result in fines of up to 15,000 euros.
Demand or consumption certificate?
Which variant you need depends on your property. A requirement certificate is mandatory for new buildings or extensively modernised properties. For older, unchanged buildings, a consumption certificate is usually sufficient.
