The climate package: changes for homeowners

In November, the climate package was adopted to reduce CO2 emissions in Germany. Housing and construction are also to be made more climate-friendly in future. The first changes, which will have a significant impact on property owners, are already coming into force this year.

How buildings can contribute to climate protection

Buildings in Germany are responsible for 14 per cent of CO2 emissions. Heating and hot water account for 26 per cent of total energy consumption. By 2030, CO2 emissions from the building sector are to be reduced from 132 to 70 tonnes. This is to be achieved through the following measures:

  • Remodelling measures: Replacement of old windows, insulation of roofs and walls.
  • Tax incentives: Up to 20 per cent of the refurbishment costs can be claimed against tax over three years.
  • KfW funding programmes: Increase in funding by 10 per cent.

New regulations for heating systems

There are strict requirements for heating systems in particular:

  • Oil heating systems may no longer be installed in new buildings.
  • Heating systems that are more than 30 years old must be replaced.
  • 40 per cent subsidy for climate-friendly heating systems or hybrid gas heating systems.
  • Leasing programmes for lower-income households.

Replacing old oil heating systems can be financially worthwhile, especially for repairs such as a new tank or burner.

Rising energy prices and new advisory obligations

CO2 pricing will increase heating oil prices by around 30 per cent and natural gas prices by 20 per cent by 2030. At the same time, the electricity price subsidy for renewable energies is set to fall, although this will only result in small savings for households. In addition, mandatory energy counselling will be introduced for new homeowners, which will be financed by subsidies.
